A synthesis of the ongoing evaluation in the regional structural fund programmes - 23 conclusionsIn the programming period 2007–2013 for the EU’s structural funds, the Commission has designated ongoing evaluation as the evaluation method. Ongoing evaluation should be based on proven experience and rest on a scientific basis. It is conducted at several levels, by the implementing organisation, in the evaluation of the eight programmes and the large strategic projects. Ongoing evaluation is aimed at continuous improvement and quality assurance. Its main challenge is to ensure feedback of experience and knowledge to regional development players and project initiators and to the structural funds partnerships that prioritise among the project applications. This report has been produced to synthesise experience obtained from the programme implementation based on the ongoing evaluation conducted and to make recommendations for the next programming period 2014–2020.
